Set in a consolidated urban site of 24 acres, this new nine-story inpatient tower will provide a world-class healing environment for St. Louis Veterans. The first phase of this decade-long project provides a modern environment for inpatient healthcare and sets the path for the eventual replacement of the existing hospital and clinic without hampering ongoing operations. Future expansion for the second major phase has been designed for an additional 880,000 square feet of clinical/administrative space and another 1,900 structured parking spaces.
Existing inpatient functions will be relocated to the new bed tower, and several services will be brought back on site, including primary care, women’s health and outpatient mental health. The new facilities will create opportunity for services not currently offered at the St. Louis JC Division Medical Center, such as acute inpatient, medical, substance abuse and spinal cord injury. Through a collaborative effort with the DVA and USACE, the Veteran community will experience an enhanced patient experience in a modern facility that boasts medical functionality, eased access, improved safety and security, and simple wayfinding – all measures of success for this project.
A unique"epidemic mode" engineering system, combined with a network of designated areas, will establish secure and isolated clean air systems during a building’s occupied period to reduce risk of infection from aerosolized particles. This setup offers a robust and adaptable lockdown system that can gradually respond to emerging and declining biological threats in the future.

The project is required to meet the Federal Requirement for High Performance Sustainable Buildings (HPSB) guidelines. It will be certified under the LEED v4 rating system which can be used to comply with the Guiding Principles. Energy modeling and life cycle cost analysis will be used to achieve a cost effective, sustainable design. Initial efforts will focus on conservation measures to improve efficiencies by selecting the optimal mechanical and electrical systems for the VA. A solar energy system will be mounted on the roofs of the parking structures. The building envelope will also be optimized for the St. Louis climate.
